President just kidding when he said he wouldn’t sign a health care bill which adds to the debt

In September 2009, President Barack Obama said this to a joint session of Congress:

And here’s what you need to know.  First, I will not sign a plan that adds one dime to our deficits — either now or in the future.  I will not sign it if it adds one dime to the deficit, now or in the future, period.  And to prove that I’m serious, there will be a provision in this plan that requires us to come forward with more spending cuts if the savings we promised don’t materialize.

Reality begs to differ.  The Affordable Care Act, aka, Obamacare will add an estimated $6.2 trillion to the long-term debt according to the Government Accountability Office.  That’s $6,200,000,000,000.  What about the provision which will require spending cuts?  Judging by the sky-is-falling panic he seems to be trying to induce if the sequestration cuts of 2.4% go through, they’re just gonna forget about that.
